Sierra Leone Cabinet Manual
The Sierra Leone Cabinet Manual was developed by the Secretary to the Cabinet and Head of the Civil Service, Dr Ernest Surrur, and his staff, with support from the ACGN and funding from DFID.
The Manual, approved by Cabinet in March 2015, was the "greatest change in Cabinet procedures since Independence in 1961" to quote Dr Surrur. It requires Ministries to provide evidence to Cabinet to support policy proposals, for example on whether the proposal will work, its likely impact, financial implications and implementation issues.
As noted by His Excellency, Dr Ernest Bai Koroma, President of the Republic of Sierra Leone, “Our decisions must be based on evidence of what works and what is needed to make them work: we must make decisions that can and will be implemented. …. This Manual will enhance the quality of deliberations in Cabinet. Ministers are part of the highest executive authority in the Republic of Sierra Leone, collectively responsible for decisions of the Government and required to publicly support them. This Manual is designed to enable Ministers to accomplish this efficiently, in a disciplined and effective manner.”
